Abstract: | Traditional deterrence in the current security environment is likely to fail. In some scenarios, U.S. response options are insufficient, thus constituting a deterrent gap. A strategy of "assertive persuasion" has the potential to reestablish a "dynamic deterrence" foundation while building on U.S. strengths and minimizing its political-military vulnerabilities. |
